Progressive Era Foreign Policy Acts

The Panama Canal Tolls Act of 1912 exempted American coastwise shipping from tolls and provoked sharp protests from an injured Britain, but was repealed in 1914 (Wilson)The injured Britain says, "Ouch, Charlie!"
The Jones Act of 1916 granted territorial status to the Philippines and promised them independence as soon as a stable government could be established. (Wilson)
